Citrix XenApp - Resolve "Cannot start app" in Citrix Receiver

This error message appears when attempting to launch an app in Citrix Receiver.
Attempt to use the web interface instead of Citrix Receiver.
- Navigate to the website address for the Citrix XenApp web interface.
- Sign in.
- Attempt to launch the application from the web interface.
