Resolve "We couldn't open that location" in OneNote

This error appears when attempting to access a file in OneNote. The person that own's the file in question either moved, renamed, or deleted the file being requested. The person that own's the file would need to determine why the file was moved, renamed, or deleted, and then provide a solution (such as providing a new URL to a new file).
