Often, PuTTY PSFTP is included with PuTTY. If not, you should be able to download PuTTY PSFTP from http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html. This should download the executable file that is needed to for PSFTP. The executable file is mostly likely named PSFTP.exe.
