By default, anoymous logins are allowed in PureFTPd. To disable anonymous logins, set the NoAnonymous directive to yes in /etc/pure-ftpd/pure-ftpd.conf.
NoAnonymous true
You will also need to setup a way for users to be authenticated via a backend, such as the PureDB backend.
PureDB /etc/pure-ftpd/pureftpd.pdb
Restart PureFTPd for this change to take effect.
systemctl restart pure-ftpd
You will then want to add users to your PureDB backend.
