Task Scheduler - Resolve "Task Scheduler cannot create task"

This error occurs when creating a task in Task Scheduler using a user account that lacks the permission to create the task. When creating the task, there should be a pop-up box with a prompt to enter a username and password. In this example, user john.doe in the APL domain does not have permission to create the task.
This issue can be resovled by right-clicking on Task Scheduler and selecting Run as Administrator.
