Outlook - Resolve Outlook stuck at "Starting" or "Processing"

To resolve Outlook stuck at "Starting" or "Processing", a workaround is to start Outlook in Safe Mode.
- Press Ctrl + Alt + Del and select Task Manager.
- Select the Processes tab.
- Hightlight outlook.exe and select End Process.
- Select the Windows Start Icon, type outlook /safe in search, and select outlook /safe.
